He has an ambivalent expression, and we can't tell if he is focused on something specific, or simply gazing into the distance above. Something blurry, possibly a flag moving on a pole behind him. Or cable suspended behind his head. And there is an indistinct structure in the background to the left, possibly a large building. Adding to the vague feeling of uncertainty that arises from his distanced look.
